Position Title: Housing Development Assistant

Status: Part-Time

Position Summary:


Reporting to the Chief Financial Officer, the Housing Development Assistant will work with the Housing Development Manager on all ICHDE construction projects from the beginning to the end of each project.

Principal Functions:

  • Assist in the identification and acquisition of new housing projects/properties for entry into the organization’s development pipeline.

  • Develop a timeline for building contractors to adhere to and ensure all constructions projects are completed within the set timeline.

  • Review, inspect and approve all invoices from design professional, building contractors, sub-contractors, and suppliers in a timely fashion.

  • Perform on-site inspections for all current ICHDE construction projects on a regular/as needed basis until completion; provide recorded documentation of these inspections in the form of reports and photographs.

  • Demonstrate proficiency in the knowledge and execution of the residential development and construction process, including building permit application and maintenance codes as well as all requirements to procure a certificate of occupancy.


  • Strong understanding of Delaware’s building codes, licensing, and inspection protocols.

  • Ability to work as a team with many members in the community and ICHDE staff.

  • Timely response to requests for information, services, and assistance.

  • Demonstrates a positive and productive attitude.

  • Access to a vehicle to visit construction sites daily; must have a valid driver’s license and a safe driving record.

  • Ability to manage multiple tasks and responsibilities.

  • Possess the comprehensive knowledge to create and understand budgets.

  • Possess demonstrated technical competency in Microsoft Office products

Education and Experience:

  • To perform this job successfully, an individual must be able to perform the above duties in a timely fashion.

  • Minimum of five years’ experience as a project manager in residential construction.

  • Post-secondary education, college degree with certification in a construction-related field is preferred.
